Yes, I'm sure there are many reasons why Dis-led FE groups went into decline. But current cruisers have to deal with the situation as it is now, not how it used to be. When someone new to the boards asks for help in finding her cruise's FE group, it's not really honest to pretend she should be able to find one being managed here on Dis, when in fact they are very rarely created here anymore.

The issue is that when there is one that has been started here as with SeaSpray above you run the risk of poaching participants, which is just self fulfilling this prophecy. I agree its getting to the point where ships are sailing without a DISboard group but for now the proper response is "your cruise meet is here ____, please check with them and see if one has been started yet." If you know there isn't one, then please just say "It looks like there is not currently a DISboard FE group for your sailing. You could start one if you wish..?" Nothing more needs to be said, and sending them to a specific site from here is against the board rules.

If we get to the point where groups are simply not being created here and running successfully then we'll look at the rule again.
