First Day of High School and Already Homework Troubles. Help!

My crazy psycho French teacher said that the "optional" assignment, which basically means do it or I look poorly upon you, is to look up an article and underline the key points in it about France or a French speaking country. If you can get an article on Scarcity in France, you get double points.

Someone please help me at least explain this scarcity, because all I know is it means when something is scarce.

Thanks, I looked it up in several places and I kept getting things about the French revolution, I think the article she's talking about is more recent because she said her husband just found it the other day.
