So does this mean that TotW isn't actually part of DVC and it's possible that even members owning at BLT wouldn't have access to it?

I believe it is part of the resort but BLT owners staying elsewhere were not able to go up just all members staying at BLT.

That is always a possibility. But the dates given are just for allowing DVC members who are staying at other resorts to visit TOTWL and isn't any indication it's closing up for all DVC members.

Log into the member website and click on destinations at the top of the page after you log in. Click on Bay Lake Tower. On that page it has info about the Top of the World Lounge. Click on where is says Read More.
