The thing to remember is that the fireworks excursions are billed as being a "one hour cruise."

If they leave the dock an hour BEFORE the fireworks begin, that would mean they would be OVER
and back at the dock when the fireworks START.

Fireworks shows' running times are between about 13 and 20 minutes, depending on the shows and the "versions."
Add to that, it takes awhile to motor back to the dock after the fireworks conclude. At Epcot, the boats can actually run onto World Showcase Lagoon for a quick look after IllumiNations.

So, the cruises actually last longer than stated.
And, it's not rare for them to actually begin later than stated, and still get a full value.
