cant find it anywhere, but are there any discounts available on the art being sold at the booths?

if you mean like DVC/AP discounts I don't think so unless it's Disney merchandise. The artists featured in the booths are independent from Disney. Now they might have a sale of their own, like a buy one get a 2nd 50% off but that's their choice and we won't know until the first day of the festival
