This is just a theory (wild guess), maybe they will release a general free dining code for the last part of the year but they are waiting to do so until after July 26. This is the day that dining packages go on sale for the candellight processional. This way it gives priority to people who dont have the FD package to reserve first. I know that you can make the ADR and tehn get the package but I guess there are people that dont know that.

You can't make an ADR & then add the package though, so that part doesn't really matter. I don;t really think that matters. A lot of people with the paid dining plan will book the package. Not many who want the CP package will wait to see if FD is offered as there are a limited number of packages at each restaurant available. I want FD, but am not willing to wait & see before I book my CP package.
