Fastpass without hotel reservations

Doing research for a friend who is staying off property. She wants to know if she can get magic bands and use fastpass+? If so how should I advise her to go about it?

MagicBands are not required to make use of FP+. The current MYW ticket media is on RFID enabled cards which work at the touch points to enter the parks and FP+ queues. Day guests can optionally purchase MagicBands for 12.95 plus tax once they've arrived at WDW.

Everyone visiting WDW has access to FP+. Those without a Disney Resort Reservation can make advance FP+ selections up to 30 days prior to day of use as long as they have park admission linked to MDE.

Those staying at a Disney Resort (including the Swan/Dolphin) can make FP+ selections beginning at 60 days from check-in as long as they have the room reservation and park admission linked to MDE.

There are several locations in Downtown Disney selling Magic Bands and accessories. I also saw them at the Disney Earport store at MCO a couple of weeks ago. However, as previously posted they are not required for Fast Pass+ use and as such it seems like just one more expense added to an already expensive destination. I know that I would personally not buy them for an off-site visit.

Mflaherty - This is the key. Your friend needs to create an MDE account (My Disney Experience) and link a ticket to it. Then she can make FP+ selections 30 days prior.

As Michael says, she doesn't need a MB, but if she wants to buy one, she can take it to Guest Relations to have it activated and tied to her MDE account.

If you purchase a MagicBand, it's linked to your MDE account by the CM that sold it to you.
