Is Budget's Fastbreak service worth signing up for?

Yes it is. Anything that bypasses the counter is great. YOu can't choose a car like National but it still a timesaver.

I've only rented once from Budget using the Fastbreak.

I am a little confused on how their web site works when you have codes and coupons to use. After I make the reservation, I call Budget to get my fastbreak number added to the reservation.
