Fast Pass + and staying off property

I am considering a quick weekend trip in December. Due to budget, and just
being at the World in October, we will be staying off property. Over 25 trips, and we have never stayed off property. My question is, how late is too late to make Fast Pass + reservations. I'm not interested in Elsa & Anna meet n greets, and we did Mine Train several times last trip, so that's not important. I would like to be able to book Soarin and Toy Story Mania. How soon do these rides book up? Would they be available if I booked 2 weeks in advance. Thanks in advance..
 
Best option is 60 days as a resort guest
Next bet is 30 days as an off-site or AP guest
Next best is as close to 30 days as possible
Worst option is day of arrival
