Fast Pass and little ones

We are getting ready for our trip at the end of the month with a 3½ year old and a 21 month old. I'm assuming that my 21 month old won't have any sort of park ticket since he's under 3. If we were to get a fast pass for something we were taking him on I'm assuming we'd be OK with him not having a Fast Pass as well. Is that correct?
