We have always done the package (at least 5 times now) and they have never allowed non-package people to sit in the reserved section. They always have a CM standing and checking passes of people trying to sit there. 30 minutes is plenty of time but remember to allow about 10 minutes for walking from the entry point.
Like I said, YMMV, but I've done the package at least 6 times (and twice without) and after 30 minutes they no longer guarantee package guests a seat. They also opened up the reserved section to everyone at 20 - 30 minutes before the show. It wouldn't make sense that at 10 - 15 minutes before the show if there are 100's of seats available in the reserved section, that the other section is SRO.
Also, I have read many times here on the DIS of folks arriving at 30 minutes to no more reserved seats. I guess it depends on what time of year you go. IMHO, 30 minutes is not always plenty of time. Just trying to help newbies out.
This is my experience and also my observations from reading here on the DIS. YMMV.
ETA... HERE's a thread that discusses some folks not being able to get a seat in the reserved area due to Disney opening up the reserved seating to regular guests.
