Based on the observations and thoughts of some of the other regular posters on this board, it would seem that the letter F or S stands for "First" or "Second" dining seating.
The number 1, 2, or 3, would correspond to the particular dining room staff rotation. There are always three sets of dining room staff (one in each of the three main restaurants).
