How is this enforced to only have onsite guests in the park? It seems like in the mornings they could tell with your magic band whether you are allowed in early. How the heck to they make offsite guests leave at park closing? I've always tried to steer clear of EMH parks but rethinking this for our trip this month.
 
They just scan bands at the attractions before they let you in. I don't think they try to rid the park of offsite guests.
 
They can't make offsite guests leave the park but they can't get onto any rides. You have to tap your MB to get onto the rides.

For early EMH only on site guests magic bands will light up green at the turnstile for entrance

They don't make anyone leave. Rather, at each ride entrance they scan your band to verify that you're staying at a Disney resort. If you're not, they say, "I'm sorry, but this ride is only open to Disney resort guests at this time." I heard the person behind me get that speech after we were scanned and allowed into Haunted Mansion last July.

So offsite guests are still free to enjoy the atmosphere and any shops that are still open during evening Extra Magic Hours.

For morning EMH, only onsite guests are allowed in until the regular opening time.
 
When I was there in May, there was a CM standing with a scanner in front of the turnstiles who checked my magic band to see if I was a resort guest before letting me approach the turnstiles.

Was it before the regular closing time? I would think they might want to alert offsite guests about EMH if they are entering shortly before regular closing.

Offsite guests are allowed into ride lines until the minute EMHs begin. They are allowed to continue through and ride, even if they are in line for the ride well into EMH. The same policy is in place for regular closing. We hit a 7DMT line only a few minutes before midnight closing (felt like Cinderella), and didn't get on the ride until 12:30. They won't kick anyone out of a ride line. That's why the latter portion of evening EMH are more efficient than the early portion: after the first half hour or so, the offsite people are finally out of the lines. Even with some offsite people in the lines things move faster, though, as during EMH there is no FastPass slowing things down.

I thought the PP meant they were scanning bands at the park entrance before guests got to the tapstiles.
 
I'm sorry. I didn't make myself clear. I was talking about morning EMH not evening. I don't stay for the evening EMH very often so I don't know how that works.
 
Okay - We've always stayed onsite but are doing off site this summer.
Planning Epcot on a EMH opening day of 8am. Are we allowed in for a PPO breakfast or no? We have APs and totally forgot about EMH and how that impacts dining.
