how do they monitor who stays for the extra magic hours for the evening

Anyone can actually stay for the EMH...to shop or eat. To ride the attractions you're supposed to have whatever color wrist-band they're using that day (issued by CM's starting an hour or two before EMH begins.)

You must be a Disney resort guest, and get a wristband for the evening EMH's...no wristband pretty much gives it away. You have to show your resort KTTW card to get the wristband. For the morning ones, no KTTW card, no entry.

Disney has some alien technology that was found in a crashed space craft that is used to tag and track what kind of ticket you used when you entered the parks. The finger scanner also samples your DNA (this is also alien technology). If you don't have the proper Recumbent Sequences embedded in your DNA... you'll be trans dimensionally shifted to small world, turned into a doll and forced to listen to that song... forever.
