Extra Magic Hours- How do they know who should be there and who shouldn't?

I thought EMH were for those staying on property- like a "perk" for staying on property. But once you are in the park, how do they know who is staying on site versus who isn't?
 
For morning EMH scanning your MB will indicate if you are staying on property and only those staying onsite will be admitted to the park.

For evening EMH only those staying on property will be able to go on rides and shows because the CMs will scan your MB at the entrance to the attraction. Anyone not staying on property, but already in the park at closing, can continue to dine, shop and walk around.
 
You should see the mess that occurs on a hard ticketed party night, when they DON'T allow people without a party ticket to continue to dine, shop, and walk around. It can get kinda ugly as they are asking for tickets and herding the unticketed to the exits.

They'll check the Magic Bands at rides to make sure you're staying on-site.
