Extra Magic Hours and Fastpass +

Do you need to make Fastpass + reservations during morning or afternoon Extra Magic Hours? Or, are EMHs all stand-by lines?

It is my understanding that FP+ are not available during EMH times. I am pretty sure I read that somewhere but I'm sure someone will know for sure.
