Typically either

You can usually purchase at the park.

I recommend purchasing at the park, given the hit and miss low crowds, maybe it’ll be slow and not worth the cost.

I've been going to the parks on Mondays- the crowds are absolutely dead right now. If you're planning a weekday trip in the next couple months, EP will be a waste of money.

As other posted have said paying for just the express pass as a stand-alone is a waste. It might be worth it to look at upgrading to a premier resort but express by itself isn’t worth it.

We are looking to visit Universal the first week of December - our first time, with our visits being during the week. We will be purchasing the 3 park pass for 4 days - park to park option. I keep pricing things out as to stay at a premier resort or offsite. Not sure we would need to have the express pass or not for the additional cost.
