express pass and toddlers

Is Universal similar to WDW in that a 2yo would not need an express pass but would still get to ride with the family? Or do they give them something, too? We're debating staying on property for a night for an upcoming trip. My friend's kid turns 3 a month after the trip, so won't have tickets.

I think if the child doesn't have a park ticket, they would be OK to go through the Express line w/o an EP as well.
 
I've read both ways. I've heard that everyone is issued an express pass no matter how old they are and then I've also heard that those who don't have a ticket don't need an express pass.

I've also read that at WDW, everyone needs a room key to ride for extra magic hours.

It is a way to make sure that those who are getting the perks actually have a room.
 
We have never had to show an express pass for our little one. This year she is 3 so we will have one for her this time.

They scan the adults and older kids but we just said she is 2 and no problems.
 
We just went last month and were never asked for an express pass for our almost 2 year old. Same goes for last year.
