Personally, I didn't find the construction that disturbing at the Poly or in the lounge. The construction is evident from the lounge, and would be more of an eyesore the further down the hallway you go, but from the lounge, it's not the only thing you see. We did a garden view, so we overlooked the quiet pool, which was quiet and serene and had no signs (that I remember) of construction. Right now, I wouldn't pay extra to look out onto the water, unless I would be guaranteed a room fairly close to the lounge.
I think I found the construction to be more intriguing than awful to look at. But, honestly, right now, it seems that so much of Disney is under construction that a crane and scrims is just par for the course. This past week, the moats were drained, the crane is still up at the castle, the mine train is still being worked on, the Poly's under construction, the monorail was being maintained, etc. etc., etc. The only things that aren't being worked on in the monorail/Magic Kingdom loop are the GF and the CR.

Personally, I don't think it's that bad, and the construction didn't bother us at all. This summer may be a different story with the pool closures and the GCH renovations.
