Because your government probably cares more about your health more than the US government. Too many people that work in the bodies that govern food in the US previously worked for the food companies that put the crap in our food.
There are economic reasons as well. We impose tariffs on imported cane sugar; Canada doesn't. We also subsidize our corn industry to a greater degree than any other nation. The combination of those two factors makes HFCS the cheaper sweetener in the US, but in other nations cane and beet sugars are both more price-competitive.
I'm growing sugar beets for the first time this year because I just can't settle on a good store-bought choice; beet sugar is a local product for me but is virtually all GMO, and cane sugar is an expensive item that comes a very long way. We don't go through a lot of sugar, maybe 10# in a year, so I'm going to try my hand at growing my own. It is an experiment to be sure, but my garden is nothing if not experimental...
