when handling a transfer... is it typical to handle the transfer with Member services prior to handling payment or should payment be made first?
 
That may be negotiated between those involved. Since a transfer is a final transaction, many may be reluctant to accomplish the transfer prior to receiving payment. It can be important for the receiving DVC member to exercise due diligence regarding the other member. Actually, both parties are in the same situation.

MS is not always eager to use a 3-way phone call for transfers but I know that some have done it that way. Even there, either the transfer is made before payment or payment is made after the transfer and one party is still out-of-luck if the transaction is not completed as agreed.

Make sure you have a "high-trust" feeling about the other party before completing your responsible portion of the transaction.

I am not aware of any transfers using our DVC Rent/Trade Board over the past 20+ years where the transfer did not go through as expected.
 
I require full payment before I will transfer but I know some will do a split. Be sure you are comfortable with the person and feel confident.
 

Agree about payment in full prior to transfer - I also use a (very concise) contract. Can do 3 way call with MS so buyer can confirm point availability prior to payment if desired - although I'm not sure what call volume/wait time has been recently, so that may not be as easy as in past!

This is really the key item for me. I've done transfers twice. Once was with a good friend, so no issue there. The other was with another member here on the boards. We were both active and actually had had a number of "conversations" on several threads, so there was already a level of knowing each other. When I happened to see them posting points for rent, I reached out and inquired about a transfer. We had a frank chat about the fact that there was risk for both of us in the process, and while we both felt comfortable doing it either way, we decided to do a split. I sent half the money, they transferred the points, and I sent the rest immediately after verifying with MS that they were in my account.

Having a certain level of relationship, even if it's just seeing each other's posts, is significant in the trust department.
