Has anyone done a dessert party at Epcot through their travel agent (different than the regular one)?

Also, what are the chances I would be able to switch frozen ever after fast passes in may from ones that start at 8:10pm to any earlier - even just say 7:40pm?

Yes, I've attended a dessert party organized by a travel agency.

I think your chances of changing the Frozen FP+ are slim to none, but you can always check.

It depends on when in May you're going. I booked a tentative resort reservation for Mother's Day weekend and because I have an AP was able to look at FP options. There were several FP available for FEA in late afternoon on May 14. Perhaps those are gone by now (I was looking yesterday) but you won't know until you check.

I'm basically deciding if it would be worth changing park days to be able to go to that dessert party...
