Epcot Restaurant for Illumuninations?

Can someone tell me the name of the restaurant at Epcot where you can sit outside and watch Illuminations from your table? We went last year (didn't have ADR) and wanted to get a table and eat while we watched the show but the wait was 2 hours! THis year I would like to make an ADR!
 
What time should you make the PS for? Do you need to ask to sit outside when you make the PS?
 

It's Rose and Crown at the UK pavilion. Seating is not determined until arrival, so you should expect possible disappointment. As you might expect competition for the outdoor tables can be intense, with people taking 7:00 reservations and bolting themselves to their seats.

For myself I'd just as soon avoid the hassle: eat where I wish and pick out a good spot to watch like everyone else.
 
If the Rose & Crown is too crowded, try the Matsu No Ma Lounge in Japan. On our last trip, we walked in about 8:00, no waiting, ate our sushi, and went out onto the balcony for a great view of Illuminations at 9. If you don't like sushi, the menu is pretty limited.
 
There are number of good spots. World Showcase Plaza (where the pathway from FutureWorld ends) is a good spot but also very popular. Ditto for the bridge between France and UK. The Passporter Guide has an excellent map showing numerous good locations with lines of sight and everything.

Experts will tell you that any upwind spot is a good spot! Any location can be spoiled if the smoke blows in your direction.
