We've got a trip coming up in a couple weeks which includes a Monday at Epcot. We're staying at the Poly, and my plan as been to take monorail over to Epcot for RD. I noticed a few months back, however, that frequently the Epcot monorail wasn't running on Mondays until 9am. What I've observed since is there does seem to be a pattern- every other week the Monday start time is at 9am, and the rest of the time it matches the rest of the week (i.e. 7:30am). This pattern has held true for at least the past 3-4 months, if not more. So for example yesterday (9/4) it started at 9, last week it was 7:30, the week before it was 9, etc.
Not sure if this pattern will continue to hold (can't find anything official from Disney about it), but maybe this will help anyone else like me that was planning to get to Epcot via monorail for park open on a Monday.
