Epcot emh ???????

In all of our trips to WDW we have never done evening magic hours at Epcot. An another site I just saw the openings and didnt realize so much of WS was open during this time. My 2 questions are

1) Is it jam packed from everyone hanging around of Illuminations (going in Sept).

2) Are the shops open?

1. Jam-packed is a relative term. Crowds will generally tail off in the last 30 minutes or so.

2. Yes.
