They were there, but a separate entrance and line.

They aren't even in the same building
Same area but different building
It really shouldn't be called character spot

Both are in the same breezeway. Mickey and his friends meet on one side of the walkway, and on the other side of the walkway in a separate building is Joy & Sadness, and Baymax from Big Hero 6.

The character spot FP only allows access to Mickey and his friends
