Epcot Character Question

Last year, in Epcot WS, near the UK, there is an alley with a gate, in which spontaneous characters (some semi-rare) came out, for cast member training. Anyone know if that still happens?

Yes-the "plaza" outside World ShowPlace is one of 3 Character "training areas" in Epcot.

When and what Characters appear is completely random.
