Entry to Disneyland Paris Hotel?

I will be at Disneyland Paris in September and would like to see the Disneyland Hotel and possibly go to one of the bars on site there. I read somewhere else that you could not get into the hotel without being a confirmed guest there. Has anybody been recently that can confirm if you need to be a guest? We're used to wandering the hotels/restaurants/bars, etc., around WDW and DL in California and would love to be able to check it out.
 
I was there on Friday evening, we had a late reservation at the Royal Banquet (now open to none Disneyland Hotel Guests). We arrived at the hotel around 8:15 via the parksite entrance. There was no CM at the door anymore to check if we had a reservation.

I am not 100% it is now open for everyone, or that there is still someone checking during the day. During the day there is special entertainment in the lobby, a princess visiting / storytime. It could be that they want to keep that exclusive. And that after the entertainment is over, you can visit.

If you go up the stairs, to your left (follow the signs for the restaurants), you will find the bar.
