It is whatever is in the description of the steak (something like garlic potatoes) but if it is a separate part of the menu such as the ones that are available at Yachtsman, those are separate.
You can always ask for an alternative as well. If it says rice and you'd rather the potatoes (or whatever the options are) ask and see what they can do. I ended up getting delicious veggies and a small portion of rice from Y&Y instead of a huge helping of rice.

For the OP, most entrees have some sort of side(s) with them. Unless you are ordering from a prix fixe menu at the restaurant, they will usually substitute with sides that are offered on other entrees. Sides that are sold separately are typically unavailable unless you want to pay extra for them. However, as the quoted poster above me mentions, there's no harm in asking what they can do.
