Ridiculous. I've had an airline change my flight after I arrived at the airport, forcing me to wait extra hours in the terminal and promising me that yes, my luggage would be moved from the original flight to the new flight. I even stood at the counter while the Gate Agent called to have my luggage - and that of three other affected passengers - pulled and moved.
Surprise. My luggage never left Boston that day. Oh, but wait. While at least the Baggage Agent at my destination was able to determine that, it - just like Miss Sue Them and Fire Them's - wasn't lost. Ever. True, in her case, Delta couldn't immediately locate her/their luggage, but it was actually in their facility and under their control the entire time.
As for the transportation voucher, I had a related problem with Delta a couple of years ago. A maintenance delay meant I was going to miss the last bus home from the airport, and I hadn't planned for a taxi. I talked to the GA in Orlando, who said he'd arrange for a voucher for me in Boston. Guess what? Right - no voucher. I calmly explained the problem to the Gate Agent there, and he was able to issue one.
