In the dining plan it says you get one serving beverage. Does that mean no refills at dinner?
 
at Table service, if you're ordering soda fountain beverages (Coke products), or tea or coffee, you will get unlimited refills.

However, some table service restaurants allow bottled water, smoothies, milkshakes or "virgin" beverages like pina colava without the rum. Usually if you order one of those specialty drinks, it's one serving only, no refills. Course, those are usually large drinks...like the milkshakes at The Wave were probably 16 oz. shakes. You can get ice water with those specialty beverages too.

At counter service in the resorts, most of them have self-serve soda fountain...so of course you can refill your beverage as much as you like. If you opt for a bottled drink, you'll only get one. In the parks, some counter service places have self-serve soda fountains (Like Sunshine Seasons in Epcot) where you can refill your glass if you like. But the places that are straight counter-service where they hand you the beverage, no refills.

We just returned yesterday, and had the DDP. It is variable at the QS restaurants whether they will refill. Some do, some don't. Off hand, I don't remember which. I also noticed this trip that some sites only have one drink size, and it was sufficient that I never really had to get a refill, but, we asked about it at one location, and at that one, refills would have been allowed if we had wanted one.

One change from previously, which actually also wasn't an issue for us, is that the TS restaurants used to allow refills for a soft drink if one of the specialty drinks had been ordered, e.g., refill with Sprite once the Pina Colava was gone. My son, however, was happy with refills of ice water, so, all was OK
 
If the restaurant offers refills, you get refills. Not all restaurants allow refills. Via Napoli for one does not allow refills.
