Yes, you have to show your resort ID and get a wristband. I've only attended one evening magic hour night at Epcot, and it was packed. We walked on Mission Space, only because we arrived minutes before 9:00 with most folks waiting for Illuminations. Other than that, there were rather lengthy waits, including 1.5 hours for Soarin. I would rather pay a little extra for an e-ride night and have the park less crowded. I've seen some posts that report the extra evening hours were great, other reports not so great. It may depend on the season. I think since it's free, resort guests are piling into that particular park. And if they don't have the park hopper feature, they've piled in for the day and night.
