Can someone please tell me where the electrical parade starts? Is it in Frontierland or on Main Street.

1) As mentioned, it is Main Street.
2) The reason is very simple.
3) Crowd control.
4) People can leave as the parade passes them.
5) Thus, crowds are "flowed" to the exit.
5) Can you imagine the rush if it ended at Main Street.
6) And, almost everyone in the park tried to rush the exit at once?

A look at the Parade Route
Disney's (MS) Electrical Parade and the 3 O'Clock Parade both start near the Firehouse and exit near Splash Mtn.
MVMCP and MNSSHP Parades both start near Spalsh Mtn. and exit near the Firehouse.

Less crowded than on Main Street, but still spectacular viewing can be found near the Hall of Presidents,
or deep into Frontierland, past the Country Bears.
(But, from there you won't be able to see the new "show" that is actually projected on the front of the Castle,
"Celebrate the Magic," which begins about 15 minutes before the fireworks.)

1- It has been this way for a very long time.

2- There are always EXCEPTIONS for various reasons.
(One of the reasons for a "reverse direction run" can be inclement weather.)

And...

IIRC, before the start of the MSEP, 2 people wearing illuminated costumes & carrying a lit bar/barrier walk the parade route in reverse (starting in Frontierland). I assume this is to ensure that the route is clear and to give the crowd an indication that the parade will be starting soon. The same people/barrier form the very end of the parade when it comes back through, preventing guests from entering the parade from behind.

Yes. Same direction.
