Editing Pictures?

What is good software for editing pictures? Actually I want to resize them. Most of mine are too big and I need to make them smaller so they will look better. They were taken with a disposable camera and you know those don't always turn out great. Thanks for your help!

All good. I really like Adobe's program. Also Adobe's Photoshop Album is a super organizer. I have over 17,000 digital images in it.
