ECVs at POP

I often see a line of ECVs parked over by bell services and wondered what was going on. Are they there for last-minute rentals or being charged overnight, or what?
Just curious . . .
 
They are probably there for two reasons. One, some are waiting for pick up by customer who reserved them or they are waiting for pickup by the rental company.
