Ebay, what should I do?

I once won an Hallmark ornament for 99 cents then the seller emailed me to say the item was no longer in his inventory. He refunded the money to my Paypal account and that was that. I left neutral feedback stating the facts. I am not a seller so I would assume that it's possible for someone to put an item on auction that they don't have (especially when you have 100+ in your inventory.)
