Does anyone know exactly what happens when a Buyer doesn't pay?

I sold an article of clothing that clearly listed the size in the title and description. I got one Buyer, who then said she needed a different size, and now refuses to pay. I am not a store, I don't have multiple sizes, I only have the one clearly listed in the title and description. I even went as far to say that I am not responsible if the buyer purchases the wrong size.

What does Ebay do? Just refund my fees? And I leave the Buyer negative feedback and call it a day? Does Ebay at least toss someone off if they have enough negative feedback? It seems like just a slap on the wrist.

In order to get your fees back, you will need to open a case within eBay's resolution center.

I did so as recently as last week. Moments before an item was to end the bidder sent me a message that he didn't mean to bid on the item and can I cancel his bid. By the time I saw the message, the auction had ended and there were no other bidders. Its usually a waste of my time to try to get someone to pay when I know they don't want to so I just immediately opened a case and selected the option that said that the buyer did not want to complete the transaction or something like that and I got my fees back. I've found its more of a hassle to hold someone to it.

You can do a mutual cancel with ebay's resolution center where the bidder doesn't get a strike against them or you can open a case (4 days after the auction ends) that the bidder refuses to pay - in this case they get a strike and if they get enough get booted off ebay.

Ebay will refund your final value fees. And sellers can't leave buyers negative feedback...only buyers can leave sellers negative feedback.

I'd personally go with the non-paying case. With the mutual, if the bidder is a jerk they can still leave you a negative feedback, but with the non-paying case, they can't leave any feedback.

Depends on the circumstances.

A) Ebay can cancel the fees and you may relist the item. Then pay those fees again when some one else wins.

B) You can request a small fee for cancelling the transaction. Ebay does NOT allow for a claim for buyer's remorse. Either item not as described or item is broken.

Recent example:
Buyer sent a best offer of $10 on a $25 remote. DECLINED
A couple weeks later, Buyer sent a best offer of $15 on a $25 remote. Countered offer of $20.
Buyer accepted counter offer. Seriously, the next cheapest remote any where on the internet was for like $40. So he got a good deal.
This happened on Friday, we were going to ship on Monday. On Saturday night, he sent a message saying he no longer wanted the remote, he found his old one. Sent an email back, saying there would be a $3 fee for canceling the auction. Since we hadn't shipped his item yet, he was also getting back the $5 shipping charges. So a $22 refund.

He didn't want to pay the fees, saying the listing guaranteed a full refund (against dead on arrival remotes). It went back and forth for quite a bit. My bf called Ebay support and told them what was going on. They said he had every right to charge a fee.
The buyer said if we shipped the remote he would just refuse it and return to sender. Then open up a case against us.

Ebay has the ability to go through all your messages, and read them to see if you have tried to come to a resolution prior to a claim being submitted. In the buyer's messages, he clearly states, it's just buyers remorse. It's not for a defective item or item not as listed. They'd automatically side with us (plus we talked to them already and noted the account). After sending him a copy of the terms and conditions of Ebay's buyer protection policy, he finally backed off, and asked for his $22 refund.

If we shipped it out, he would've only recieved a $15 refund in the end (because of shipping both ways).

I would turn them in to ebay as non-paying as well. This buyer will continue to think they can do stuff like that unless you turn them in. Just my 2 cents worth.

Thanks everyone.

I'm going the "non-paying buyer" route. I want to be able to leave her negative feedback.

It's a shame EBay won't allow sellers to leave negative feedback for buyers anymore. I have a couple of buyers who deserved them, most recently a buyer who left me a negative because they moved so complained they never got the item except they never told me to send it to a different address. The worst was a buyer who left me a negative for not leaving them positive feedback fast enough. Thankfully back then you could still leave negatives for buyers since they got a negative right back in return.

You can't. Sellers are not able to leave negative feedback for buyers.
