eBay on MyPoints

Can you get points every time you link to and bid on eBay, or it is only a one time thing? I buy things on eBay all the time and it would be a nice way to get easy points.

I was told that you can only get these points one time.
I was also told that in order to get these one time points you have to register with ebay and make a purchase.
If you already have an ebay account with the email you use with My Points you won't qualify.
I tried and was told since I've had my account with my email I use with My Points I didn't qualify. It's only for new ebay accounts.
