I know it's not dinner, but the Ritz Carlton at Pentagon City used to have a fun brunch. It was in their ballroom, and they had lots of great food, champagne, and crafts for the kids, even some animals. Lots of candy as well. This was a few years ago. If you go, get an early seating. We did it twice, but the last time, they only had a later seating and the service was horrible. The first time it was wonderful. The Easter Bunny was there as well.

The Sky Terrace in the Hotel Washington is written up for its view. My husband has taken the kids there just for some sodas and snacks just to experience the view. As far as the food, I'm not sure what it's like--probably nothing to rave about and is predominantly snack food. I'm not sure you're going to get an Easter meal here but it might be fun for some snacks or a lunch.
