Early Park Admission or Less Crowd

Hello. We are planning a trip to Universal Studios for 8/20 -8/24, and staying on-site. According to crowd calendar, that week is significantly less crowd. But, there is no early park admission for those days. Is this because the crowd is so low that they don't need to have early park admission? For Harry Potter attractions, would it be better to visit the parks previous week, 8/13-8/17, with early admission(more crowd) or 8/20 -8/24 without early admission(less crowd)? They don't release the early entry calendar this far ahead. They usually realease about 2 months worth at a time and the dates following don't get released until 1-2 weeks before. They will have early entry.
