We have a breakfast reservation at 7:30am at Kona's. Magic Kingdom is not supposed to open until 9am that day. Would the buses to MK and the monorail be running at 7am? If not, about how much would it cost to take a taxi from Pop to Polynesian?

The buses start running about 6:30. If you're going to take the bus, be at the bus stop by 6:15. Even then, it's going to be fairly tight. A cab would be around $15 - well worth it.

For a 7:30 ADR, you're going to have to up and out at the MK bus stop by 6:15, as already noted. These early morning buses don't run as frequently as the regular buses do, so if you just miss one, you'll have to wait at least 20 mins for the next one. Since they are supposed to start running at 6:30, if you are out and waiting by 6:15, you should be good to go.
When you board the bus, ask the driver if it's faster to take the monorail over to the Polynesian or a boat..that you need to be there for 7:15, so need the quickest way. The driver may very well offer to drop you off on his way out of MK.
If he doesn't offer to drop you, head to the monorail. It starts running by 7am..it will take about 15 or so mins to get to the Polynesian.

If you don't want to go that route, just take a cab over. Get the cab for about 6:50.

Personally, I would spring for a cab. Too many possibilities of something going wrong or getting delayed with the buses.

This is exactly why I always recommend not making very early ADRs if you aren't within walking distance from your resort. Everyone makes these great ADRs then they have to worry about getting there. If you're going to make an ADR before 8:00am, and you don't want to be up and out of your room by 6:30am, you should always plan on taking a cab.

IIRC a cab from Pop to the GF was closer to $20 with tip a couple years ago.

We are staying at the CBR and have an 8:55 am reservation at Ohana's. What is the best why to get from CBR to Ohana's and what time are we going to need to be ready?

Take the bus to MK and then either the monorail or the ferry to the Poly. I'd be at the bus stop at 7:40.
