Still around, but they aren't necessarily consistant, are usually for lunch and don't tend to be for the popular spots. Not something to hinge buying on.

No, I agree, but where it is available it is nice to have. We love Olivia's and own at OKW and last year we got the discount at breakfast, lunch and dinners. We also got discounts for lunch and dinner at various DTD restaurant.

Was there a reason given?

The only reasons that are a consideration are DVC options at those resorts or doing away with the DC (at least at WDW). My guess is it was a veiled rumor about DVC options at those 2 resorts, a rumor we've seen somewhat the past year or so.
