Heading down to WDW next month and would like to tour DVC in person. What is the best way to arrange the tour and get freebies (even if it's just fast passes)? Should I visit a kiosk while I'm down there? Book ahead of time?

If you are staying on-site it is generally 25 (value), 50 (moderate), and 75 (deluxe) per adult that attends the tour in gift cards and 3 FP for your entire travel party. If you are already a DVC member (direct or resale) they normally don't do anything if they put you on the member group tour. Though if you schedule an actual meeting you should definitely get the 3 FP but the GF card might not. Personally I would call the Sales Department schedule the time and say that you need the FP to make the time work for your schedule.

Also the FP are not good on (TSL, Pandora, Peter Pan, 7DMT, Frozen and possibly some other I am missing).

I think stopping by a kiosk is fine in whichever park you're in that day. We spent maybe 5 minutes (since we already knew we wanted a tour). They're really flexible with picking you up on the day, time and place you prefer. He offered the FP's and a small room credit before we asked anything. We scheduled it for one of our slower park days. They had us meet at a specific kiosk of the park we were visiting for the day. Took us over to the member office, did their presentation thing, then dropped us back off wherever we wanted.
