The only thing I can think of, and its a guess, is that there are indiviuals who have set up LLC's as part of estate planning, who are not these type of owners, and there are more of those than we realize?

If estate planning I would think various trusts would be used not LLC's. But then again there commercial renters who also set up various trusts instead of LLC's too.

I know over the years there are definitely people who have gone the LLC route instead of a trust....and they didn't do it because they wanted to turn their membership into a business.

They other aspect is that maybe it is just easier for DVC to just apply the commerical use policy of "20 reservations in a 12 month rolling period" to all memberships, and go from there?

Its possible. Seems easier for them. I dont really think they are even doing anything about over 20 reservations at this point.
