DVC Newbie Question

Please excuse a potentially stupid question from a DVC newbie. How does transferring points work? How long can I use them? If I want to take a cruise on DCL but don’t have enough points to cover the ‘cost’ of the cruise I want to take, can I have points transferred to my account to make up the difference?
Does anyone know when the number of points required to take a cruise on DCL in 2009 will be released?

You can do a transfer from one member into your account. Has to be current year points into your current year. You could bank those points into the next year after they were transferred in. But they retain the resort and UY of the original owner.

You could do one or two people on points, the rest cash.
