DVC Member Park Ticket Discounts?

On page 11 of the latest Vacation Magic issue (Vol 12 #1)
on the Old Key West Page there a section marked "Just the Ticket." Reading this paragraph it sems discounts are available on the Ultimate Park Hopper, Disney Quest and the Water Parks.
Have the discounts to the Water Parks always been available or is this something new? I know DVC members were always eligible for a 10% discount on length of stay passes and Disneyquest.

Water park discounts have always been available. It was originally 10% but is now a dollar figure ($4 ?) that amounts to more than 10%.

The park admission discount became available when they stopped offering the free passes to early OKW buyers (and a few at VB). It has always been 10%. DQ discounts are also a recent addition.

From wildlife to night life, the WDW Resort offers a variety of unique and entertaining attractions. Through the World of Resort Attractions program, DVC members will be entitled to special discounts, ranging from 12% to 17% on the price of admission to Discovery Island, Typhoon Lagoon, River Country and Pleasure Island."
