I know I have heard the answer to this before but since my kids were under 9 I didn't pay that much attention. 
Now, of course as it is about to become an issue, I'm blanking on an answer. On our next (hopefully) planned trip DD will still be 9 but DS will be 10. So far, DS is much pickier and tends to prefer children's menu choices while DD is the more adventurous eater and is more likely to choose adult menu items. If we're on the dining plan, I can just order for him from the kids menu and for her from the adult menu, but that will open up all kids of messes about who gets "stuck" with the kid dessert and who gets the kids menu "appetizer".
For quantity, though they're pretty much neck and neck and while he'd prefer those icky uncrustable things he ate constantly in January, they don't fill him up and we end up paying more for snacks anyway. If, we choose to pay OOP can we order from the children's menu for the 10 yr old as well?
When we were there this winter, We were on a split stay without the dining plan for the first two days and I really think we ordered kid sized meals for my parents, myself and the kids with only DH ordering adult size. This was at Pecos Bill's and just my dad and I went up so maybe that's how we managed it but I can't remember.
What happens at CS and what happens at TS if paying OOP? Do they only check ages on the DDP when they see your cards? Maybe I should just wait another year and then they'll both be adult menu and it won't matter.
