Drivers License and Birth Certificate Different First Name

We have decided to take my mom on the cruise with us and I have just thought of something, She hates her first name, never uses it, She doesnt' have a middle name, She goes by Lucy, always have since High School. Got married by that name, I think, So her birth certificate says One name, and her drivers license Lucy. So what do we do there? And it would cost too much to get a passport, but if would make it easier I guess I could help her out there, She doesnt' have a lot of money.
