Looking for advice....
My DM is coming to WDW with my family this July. She can walk however had double knee replacement so we plan on renting a
scooter for her. We have a split stay, 5 nights at BCV and 4 nights at SSR.
When we are at BCV, should we plan on taking Bus transportation to MK & AK or are we better off driving? DM has a handicap parking pass...
Also what are the thoughts about SSR and all the parks?
This is all assuming the scooter will be able to fit in a mini van...

When you make the reservation to rent the scooter, let them know that you will have a van and that you intend to transport it in the van at times. They will be able to help make sure you have a scooter that can be broken down for transport. They should also be able to advise you on how to fit it into the van since they have had experience with helping other guests with the same concerns.
BCV does share buses with the other Epcot area resorts, just so you are aware of that. It may not cause any problems, but if the bus is full, you may have to wait for another bus.
Since you can either use the walking paths or the boats to Epcot and the Studio from BCV, I would plan the majority of the days in those 2 parks for the time you are at BCV if possible.
In general, it is better to take the bus than drive to MK. If you drive, you will park in the handicapped parking lot and then walk to the Ticket and Transportation Center (there is no tram service from any of the handicapped parking lots to the park entrance). Once you arrive at the TTC, you will need to take either the monorail or the boat to actually get to the park.
When you ride the bus to MK, you will be dropped off very near the turnstiles to get in, very closet to the spots the boats and monorail drop guests.
For AK, it is a long drive, whether you take the bus or drive. The parking lot is farther away than where the bus drops you off, but this should not be a problem since your DM will have a scooter.
Im not sure what kind of information you are looking for about SSR and all the parks, so it would be helpful if you could clarify a little.
SSR is a very nice resort - rather large, but nice and has nice walking paths to go the Downtown Disney (DTD). There is also a boat (wheelchair and scooter accessible) that will take you to and from DTD.
As for the parks, most queues and most attractions are accessible for scooters and wheelchairs. There are a few lines that are not scooter accessible, but if she cant walk in those, she can request a wheelchair to use in line.
