other than rainforest, and t-Rex where would you eat with a 2 year old in downtown Disney. Or is it even worth it with all the construction going on?

Raglin Road! They have excellent food and fun entertainment.

Definitely Raglan Road! We love the food and entertainment. DD was 21 months when we went there a few months ago, she slept through half of the meal and loved the entertainment when she woke up. We love DTD and have no hesitation to visit even with the construction.
